How to prepare for CME-2B: Saudi compliance and AML rules

The public themes include capital-market institutions, investment funds, market conduct, corporate finance, investment accounts, anti-money laundering, and combating terrorism crimes and financing. Start by noting which rulebook addresses each type of scenario. Some cases touch more than one, so the task is to identify the provision the question actually tests.
Keep the current official material beside your map. Record amendments or uncertain references explicitly. A remembered rule from an earlier edition should not become a confident flashcard until you have checked that it applies to the examination date and the stated context.
Translate obligations into an evidence chain
For each major topic, write who acts, what starts the obligation, what information is required, what decision follows and what record supports it. This is particularly useful for account-opening and customer information scenarios. Distinguish collecting a document from assessing what the document shows.
Practise explaining how a missing fact affects the next step. An answer that simply says “complete the form” may overlook the reason the information is needed. Conversely, do not invent an obligation to report every incomplete field externally. The appropriate response comes from the applicable rule and the facts given.
Try an original ownership scenario
A fictional client company is owned equally by two holding companies. An analyst records only the holding-company names and marks the ownership review complete. Is the list alone enough to demonstrate that the relevant ownership and control requirements have been satisfied? No. The analyst must assess what the applicable rule requires and whether the evidence establishes the relevant natural persons or control arrangements.
This example does not invent a universal ownership threshold. Its lesson is that a diagram of immediate shareholders may not answer the underlying control question. A good study answer identifies the information gap and the required next inquiry, without accusing the client of wrongdoing merely because the structure has several layers.
Link market conduct and financial-crime thinking
Study market-conduct scenarios by separating the act, the information held and the effect or intention described. Study financial-crime scenarios by identifying indicators, customer context and the applicable escalation route. Similar-looking facts can engage different rules, so avoid treating all suspicious behaviour as one undifferentiated category.
Use a two-column exercise: facts actually stated and assumptions you are tempted to add. Delete unsupported assumptions before choosing the answer. For example, the existence of an unusual transaction does not by itself prove criminal intent, and a familiar customer relationship does not by itself resolve a missing-information problem.
Review with local precision
Common mistakes include importing international thresholds into Saudi rules, confusing the customer with the beneficial owner, and choosing a commercially convenient action before checking the control requirement. Review errors by rulebook and reasoning step, not only by percentage score.
Finish with mixed cases involving accounts, conduct and institutional responsibilities. Explain the source of each obligation and why an alternative action fails. Use CME-2A for the broader compliance framework while retaining a separate local rules sheet for CME-2B. Confirm the latest official materials before booking or moving an appointment, and use the shared facts panel for examination details.
